The Community Charge (also called the Poll Tax) was proposed in by the Department of Environment in 1986, and Autumn 1987 saw the Conservative Party embrace it and make it part of their general election manifesto; the new tax replaced old rating system in 1990. The Community Charge was replaced by Council Tax in 1993.
