‘On behalf of the Strike Committee’: MS. Top. Oxon. c. 523

With nearly 56,000 references, the Summary Catalogue of Western Manuscripts showcases the wide diversity of archival material held by the Bodleian libraries, and that is one of my favourite aspects of working on this project. Today, I have chosen to explore yet another side of the catalogue: local history. When I worked on the retroconversion of MS. Top. Oxon. c. 523, I was quite fascinated to learn that this particular box held papers relating to a strike that happened in 1913-1914 in an Oxfordshire factory. My knowledge of British labour history was mainly focused on Northern regions and on earlier decades, so I was curious to check out the manuscript. It starts with a note written by the historian Sir George Norman Clark, who compiled the papers.

The papers in this file were put together in 1919: they are all that I could find on this subject in my possession. It does not seem that many can be missing. I first heard of the strike at the end of February, when I came back from Italy where I had spent the winter. Lady Mary Murray, on the day before the police-court hearing of the charge of riot against Shepard (sic) and others, told me that the strike was in progress and asked me to go over and see what happened at the police-court. I went with [George Douglas Howard] Cole and these papers give the rest of the story as far as it concerns me, except that I told the strike committee at a meeting at Selincourt’s house that they must drop the scheme for a new factory. They agreed, but with great regret.

MS. Top. Oxon. c. 523 contains the story of the strike that took place between December 1913 and June 1914 at Bliss Tweed Mill in Chipping Norton, about 20 miles North of Oxford. If today the factory building has been converted into residential apartments, at the time of the strike it was buzzing with around 400 workers. About two thirds of these workers (237) took part in the strike, amongst whom a slight majority of women (125).

The Bliss family had been active in the cloth sector in the Chipping Norton area since the middle of the eighteenth century when they upgraded their site to a large-scale fully steam-powered factory in the nineteenth century. By 1870, according to Mike Richardson, Bliss mill employed up to 700 people.[2] This growth is the evidence of the prosperity of the business the Bliss family had established. They specialised in tweed, one of the trading strengths of the region since the middle ages.

However, in 1872, a fire caught and destroyed part of the mill, along with three human casualties. The factory had to be rebuilt and the owner, William Bliss, had to borrow a large sum of money from the bank. This, along with a decrease in product sales, plunged the company into recession.

In 1896, the Bliss family left Chipping Norton, and a man called Arthur Dunstan was appointed as managing director. A few chosen lyrics from Andy Danford’s “Ballad of Bliss Tweed Mill” show how the employees felt towards the man: “Some called this man a tyrant …, some called the providence to send him to his grave.”[3]

What led to the strike?

The strike at Chipping Norton was decided for local reasons, but happened in the midst of a larger national period of unrest. Strikes flourished in the years 1910-1914, so much so that the journalist and historian George Dangerfield called the era “the workers’ rebellion”.[4]

At Bliss Tweed Mill in November 1913, Arthur Dunstan discouraged his employees from joining the local branch of the Workers Union, threatening them with the loss of their jobs should they choose to syndicate. Bliss Tweed Mills workers had indeed many reasons to join the union: Dunstan’s style of management was harsh, as the lyrics quoted above show; he was hated by his employees for keeping wages low and working conditions poor. In his 2008 article, Mike Richardson states that over 230 workers joined the union regardless of their boss’ threats.[5]

In December 1913, three employees, who were very active union members, were sacked. Their co-workers tried to negotiate with the hierarchy to get them reinstated, but negotiations failed and as a result, on 18 December 1913, 237 workers stopped their work. Their strike would last six months.

Many documents were produced during the time of the strike at Bliss Tweed Mill. Some emanated from the workers, others from the outside, like newspaper reports. George Clarke collected all he could find, and they now form MS. Top. Oxon. c. 523. These papers tell the story of what happened in the Chipping Norton mill in 1913 and 1914 better than this blog post ever could.

Lists of the workers containing their names, marital status, job titles and wages; communications from the mill’s management or from the strike committee; cuttings… 135 items, both printed and manuscript now form MS. Top. Oxon. c. 523.

Percy Manning was a historian, folklorist and archaeologist with a special interest in Oxfordshire. When he died in 1917 he bequeathed his extensive collection to the Bodleian Library, the Ashmolean Museum and the Pitt Rivers Museum. It includes not only his own research notes and books on Oxfordshire history but also his personal collection of everything from medieval manorial records to watercolour paintings by established artists to actual archaeological finds (the archaeological papers went to the Ashmolean, and the artefacts to the Pitt Rivers). It’s a fascinating collection, full of hidden and forgotten histories as well as beautiful paintings and drawings of buildings and views across Oxfordshire which date back to the eighteenth century.

Created with the financial support of the Marc Fitch Fund, this new finding aid brings together all our existing descriptions of the Percy Manning archive, which were previously scattered across a variety of book, manuscript, map and even music catalogues. It also allowed us to do something new: to list all the Oxfordshire places that are named or referenced in the collection, whether it’s a manorial map of Bladon, or a snippet of folklore from Bicester. Oxford is celebrating Percy Manning’s centenary this spring with an array of events and activities including (but not limited to!) an exhibition in the Weston Library, a study day on 18 February at the Oxford University Department of Continuing Education, a lecture at the Weston on 22 March, a museum trail at the Pitt Rivers Museum, an Ashmolean showcase of Percy Manning’s archaeological finds and a City Museum exhibition on Mummers and Maypoles. Other events include the unveiling of a blue plaque, family activities, music workshops, and a Centenary Celebration Concert with Magpie Lane and the Headington Quarry Morris Dancers. 20 September 1720

“Yesterday was a great foot-race at Woodstock, for 1400 libs, between a running footman of the duke of Wharton’s, and a running footman of Mr. Diston’s, of Woodstock, round the four mile course. Mr. Diston’s man being about 35 years of age (and the duke’s about 45) got it with ease, outdistancing the duke’s near half a mile. Hot air ballooning

Here’s how you make a hot air balloon:

Take 23 yards of red and white persian silk, and sew them together in alternate strips.

Then mix:

Boil for about an hour over a slow fire, strain when cool, and mix with an ounce and a half of spirits of turpentine.

Use this mixture to varnish and seal the seams of the balloon.

Create gas to fill your balloon by combining 19 pounds of iron filings, 40 pounds of concentrated vitriolic [sulphuric] acid, and five times as much water in a barrel which is connected by a copper siphon to another barrel that is nearly filled with water. Connect that barrel to the balloon itself by a long metal tube.

(Avoid fire at all costs. And beware explosions.)

Lizzie Bennett – Blacksmith

Percy Manning (1870-1917), an Oxfordshire antiquarian, archaeologist, and local historian, bequeathed his collection of drawings and prints, photos and detailed notes on everything from sports and pastimes to local folklore (and much more besides) to the Bodleian Library, while his archaeological collections went to the Ashmolean and Pitt Rivers Museums.

To mark the upcoming centenary of his death, the Bodleian is contributing to a mapping project that will pinpoint these collections against the places they relate to, and this involves adding more details to our existing catalogue.

This collection is full of delights, from 18th-century prints of rural idylls that are now thoroughly built-up Oxford suburbs to detailed notes on Oxfordshire dialect words and obscure local festivals.

And this pleasing thing, the last entry in a 1708 account book that records building and landscaping work done on the then-unfinished Blenheim Palace in Woodstock, Oxfordshire, only 3 years into what would be an eyewateringly expensive 29-year construction project.

An account of blacksmithing work done in December 1708 by Eliz[abeth] Bennett at Blenheim ‘Castle’, her job included making 32 dozen holdfasts for the joiners (at 2 shillings a dozen), making new handles for three saws, mending a pump in the meadows, and making wedges and clouts (patches or plates) used in the stairs. But in addition to making items for a fixed price, she also charged for work by the pound weight. Twenty five pounds of iron works for a grindstone at 4 pence a pound earned her 8s 4d (100 pence total) and 31 pounds of wedges and clouts, also at 4 pence a pound, made her 10s 4d.

The total for what would have been several days or weeks of highly skilled work? 4 pounds, 17 shillings, 2 pence. Not bad at all if you compare it to a female servant’s income at about that time – maidservant Sarah Sherin made £4 a year in 1717, while in the farming world, a female labourer called Goody Currell was paid 4 pence a day at an Oxfordshire farm in 1759, fifty years later.

Elizabeth appears three times in this account book, which only covers the outlay on  Blenheim from October to December 1708. In October (fol. 9v) she had a more lucrative commission, earning a handsome £8 12s 9d doing very similar work, including another 12 dozen holdfasts (this time, puzzlingly, at a mere 6d per dozen, a quarter of the amount charged in December – perhaps they were a simpler design?). She also made small cramps at 3½d per pound: over two hundredweight of small cramps which, needless to say, is a lot of small cramps, earning her £3 19s 0d.

Nothing has made me so grateful for decimalisation as checking the maths of an early modern accountant. Elizabeth made precisely 2 hundredweight, 1 quarter, and 19 pounds of small cramps in October. That’s an astonishing 271 pounds of metal work. 3½d per pound earns her 948½ pence. And with 240 pence in a pound (20 shillings in a pound, 12 pence in a shilling) that’s… well, have fun working that one out. By my reckoning it comes to £3 19s and 0.4d, so they seem to have shorted her a farthing or so. I had the benefit of a digital calculator, however. Kudos to Mr Henry Joynes, the architect who signed off on these accounts.

In November, Elizabeth made over £14 making more small cramps (a lot more – 767 pounds total) and 12 ‘gudgeons’, which the Oxford English Dictionary tells me means:

A pivot, usually of metal, fixed on or let into the end of a beam, spindle, axle, etc., and on which a wheel turns, a bell swings, or the like

But how much would a male blacksmith have been making? Well, luckily, the account book also has entries for a John Silver, Blacksmith, who earned himself the grand sum of £46 9s 9d in October, and then £12 9s 9d in December. Interestingly, however, he was paid exactly the same pound rate of 4d to make wedges and clouts (but was paid 4d a pound to make holdfasts for the joiners, rather than being paid by the dozen). Plus he, like Elizabeth, was paid 3½d per pound to make small cramps. Was this a smiths’ guild-mandated price? Or perhaps the result of a tendering process: did Elizabeth and John simply offer the lowest bids? Would they have charged more than this usually, or about the same?

And as for who Elizabeth Bennett was? An interesting puzzle! It isn’t so unusual to come across craftswomen in this period and earlier – there’s a picture of a woman forging a nail in the 14th-century Holkham Bible – and the work of women silversmiths like Hester Bateman is extremely collectible to this day. Like Hester, it’s likely that Elizabeth was a widow carrying on her husband’s trade, but there are no Bennetts listed on this (very unofficial) directory of Oxfordshire blacksmiths, and no Bennetts working near Oxfordshire either. Perhaps she was a member of a local craft guild – possibly an Oxford guild? – but surviving records are poor (although a good chunk of the what’s left is, conveniently enough, here at the Bodleian). Perhaps she took an apprentice after 1710, in which case, there should be a registration record. And there’s always parish records, of course, to, try and track down her baptism and death dates, and any marriages. I for one, would love to know more!

The Mabel FitzGerald Archive, or: An extraordinary woman

Mabel Purefoy FitzGerald was, in many ways, an extraordinary woman. Born in 1872, the youngest child of Richard Purefoy FitzGerald and his wife Henrietta Mary neé Chester, she spent her first 23 years at the family home North Hall in Preston Candover, Hampshire. The family life was very much that of old country gentry:  the father, after his navy and army career, managing land and  participating in county politics, the mother running North Hall and organising the family’s extensive social life, the two sons pursuing navy and academic careers respectively. Mabel, along with her four sisters, was educated at home, and grew up to live the life of a country lady. Her teenage diaries tell of violin classes and country walks, painting and literature, amateur theatre, visits to relatives and family friends, formal dances and many other social events.

Against all odds: Medicine!

But Mabel FitzGerald also had an interest in medicine, and generally in science. With her sisters she attended local lectures on nursing and healthcare, read quite widely on the topic, and admired her brother Henry, who went up to study chemistry at Oxford University in 1892.

After both parents died unexpectedly in 1895, the five FitzGerald sisters moved from Preston Candover to live with their grandmother Sarah Anna Elizabeth FitzGerald neé Purefoy Jervoise in Shalstone, Buckinghamshire. Encouraged by both her grandmother, a ‘learned lady’ who corresponded with the poet Robert Browning and other literary and intellectual figures of the time, and the local doctor G.H. De’ath, with whom she went on patient visits and discussed medical topics, Mabel FitzGerald decided on a career in medical science.

In 1896 she moved to Oxford with her sisters and started studying premedical subjects. She did so unofficially, as women were not yet admitted to study for a degree – but soon impressed her tutors with her thoroughness, dedication and critical spirit. She went on to research positions at Oxford in histology (with Gustav Mann) and physiology (with Francis Gotch), and in 1901/1902 worked with Georges Dreyer at the Sate Serum Institute in Copenhagen.

From Oxford to Pike’s Peak

From 1905 to 1908 FitzGerald worked in Oxford with J.S. Haldane on the physiology of the respiratory system, and with W. Osler and James Ritchie on bacteriology and pathology. She then travelled to North America on a Rockefeller fellowship to work with H. Naguchi in New York on bacteriology and with A.B. Macallum in Toronto on physiology.

Upon her return to Oxford she was invited by J.S. Haldane to participate in the subsequently celebrated 1911 medical expedition to Pikes Peak, Colorado, to study the effects of altitude on the respiratory system. Whilst the men in the expedition party went up the mountain to set up their laboratory in the summit house, FitzGerald travelled Colorado to measure the long-term effects of altitude on the respiratory systems of the population in the remote mining towns.

Two years later she went to North Carolina to gather data for lower altitudes and compare them with the Colorado results.  Her observations on ‘the changes in breathing  and the blood in various high altitudes’, published 1913 and 1914, are what she became most recognized for.

…but Medical School? Yes, as a teacher!

Alongside her extensive lab and field work, Mabel FitzGerald continued to attend lectures and demonstrations and by 1910 had completed at least 900 hours of courses in physiology, histology, pathology and chemistry, along with three years of clinical classes with Osler. Still, when she applied to study medicine at Cornell University Medical College she was rejected for not having the necessary qualifications. By 1915, the time of her second application to medical school, this time at New York, she had attended at least another 800 hours of classes, done years of lab and field work and had published eleven papers – but again, she was rejected (…this time, on the grounds of poor algebra test scores!).

In 1915, FitzGerald moved to Edinburgh to work as a clinical pathologist at the Royal Infirmary. She also applied to medical school in Edinburgh, as it was one of the few in Britain which admitted women. Again, she was rejected as a student – it was considered too much work for her to both attend lectures and fulfil her duties as a clinical pathologist. During her fifteen years in Edinburgh Mabel FitzGerald found her way into Royal College Medical School anyway – as a teacher in practical bacteriology in the 1920s.

Late recognition

In the late 1930s, she retired to Oxford to care for her ageing sisters, who, all unmarried, still lived together in a house in Crick Road. For more than two decades, Mabel FitzGerald was almost forgotten by scientists, until she was ‘rediscovered’ in the course of the centenary celebrations of her mentor Haldane’s birthday in 1960.

But it took until her own hundredth birthday in 1972 before FitzGerald received the academic recognition she deserved for her scientific work. She was finally awarded an honorary M.A. from Oxford University, and she was made a member of the Physiological Society, with her papers being quoted for comment in the 1973 Oxford University examinations.

The FitzGerald Archive at the Bodleian Library

After FitzGerald’s death, her personal and academic papers, along with family papers from her Oxford home in Crick Road, came to the Bodleian Library. Family letters and diaries, personal documents and photographs, academic correspondence and lecture notes, lab books, patient cases and research data, working papers for publications and articles – the history of a Hampshire family and the biography of an extraordinary scientist condensed to  40 boxes.

The archive is particularly rich in documentation of FitzGerald’s time of ‘unofficial learning’ in Oxford, academic study and work in Copenhagen, in Canada and in the USA, and her professional appointments in Edinburgh. Work with Mann, Gotch and Osler in Oxford is documented through lecture notes, lab notebooks, scientific data and correspondence, and so is the close collaboration with Haldane on the Pikes Peak expedition. Other connections to the medical community in Oxford and beyond include the geneticist J.B.S. Haldane (J.S. Haldane’s son), the physiologist Sir Charles Scott Sherrington, Lady Osler and many others; FitzGerald’s correspondents abroad include the American neurosurgeon Harvey Cushing.

In addition to FitzGerald’s personal papers depicting the life of a female pioneer in science, the archive contains family papers, diaries and correspondence dating back to the 18th century, revealing the history of a well-placed Hampshire/Buckinghamshire family of notable standing in the community and with many connections to renowned contemporaries, including Jane Austen, Henry Acland, Robert Browning and the Tennysons. Not least, the letters and journals of the male members of the Purefoy-FitzGerald family relating to their army and navy careers provide much potential for military history research, as for example, they include accounts of the front-line during the Napoleonic wars, and a first-hand account of the sinking of HMS Victoria in 1893.

The cataloguing project

The FitzGerald Archive has always received attention from researchers, but the fact it was largely unsorted and uncatalogued made it very difficult to access and use the papers. A new initiative to open up the archive came up during the the Saving Oxford Medicine Project, which lead to a funding proposal being submitted to the Wellcome Trust in early 2015.

Wellcome LogoWith funding granted for a 12-month project to sort, preserve, catalogue and make accessible the FitzGerald Archive, work on the collection started in November last year with surveying the papers, identifying conservation needs and priorities, establishing a high-level arrangement and not least a lot of background research on the topics and biographies included in the collection.

An archives assistant has since joined, and we are now a few weeks into the second phase of the project: the item level sorting, which goes hand with basic preservation work such as removing paperclips, with repackaging, and with collecting more detailed information in preparation for cataloguing.

At this stage, we are looking at every individual letter to identify the writer and the addressee, the date it was written, and the events, people and places the letter is referring to, and sorting clinical notes and research papers, many of which have been left in a mess after decades of use. More than hundred journals and diaries are still awaiting attention by archivists and conservators, and so are hundreds of photographs.

Deciphering 19th century handwriting, identifying names, reconstructing dates, establishing details of biographies and family connections – all this is quite intricate work, requiring a lot of patience a good portion of detective work. But we get rewarded with fascinating findings almost every day, and the many links we find to contemporary events, people and topics in the world of science and beyond are astonishing.

We will make sure to share our discoveries, along with regular reports on the project progress – so watch this space for more big stories and little treasures from the life and work of Mabel FitzGerald.
